The budget differs depending on the degree of difficulty of the product and what information you are in need of. To communicate your designs to manufacturers you will need to send them tech packs, bill of materials, and measurement lists. From this info they will be able to make exactly what you want.
About the price, you can ask the designer directly when you have been in contact with her, and established the project.
